Concrete cancer happens when steel reinforcements inside concrete rust. The steel then expands and displaces the concrete around it. As more and more concrete gets displaced, water can enter and come in contact with the steel, resulting in further corrosion and continuing this cycle of deterioration.
In advanced cases of concrete cancer, the steel's expansion causes the concrete to delaminate, resulting in spalling. Spalling is when the concrete peels, breaks, and flakes off. It's the last thing you want with any type of load-bearing, protective, or support structure.
